Is there a way at all to save my overwatch exported settings if I do a clean install of the sims 3 game. I am not finding it anywhere under folders where this export save would even be located if that is possible

When you export your OW mod setting or you can select all other nraas mod settings via OW,
make a good save name like 2019-12-28_All-mods
- copy the name, save
- go to desktop, your Sims 3 library folder
- sort current date on top, the newest is your Export
- rename package paste your copied name

You can use your library folder (your lots, families, nraas exported settings, porter town saves) and your savesims folder also in a fresh game later, make a backup, copy it somewhere else.
