The flags for deletion from this pool when concerning Overwatch come from EA so that's beef with them.

Ah ha, now it makes more sense. I wasn't aware you had Register installed. Yes, that function purges any pool sizes that are greater than what you have tuned. It's primary function is to deal with the run away resort worker bug.

I don't know what you want with these homeless EA npc service ....sim placeholders.
If you want a vivid living world then you should create and place families, single sims on lots with houses. These residential sims won't be deleted,
and this is also the name in MC filter.
​​​​​They are not homeless and count to your real population stats.

You could also use MC on an unoccupied house lot and use add sim to move a homeless sim into the house.

While the original purpose for homeless sims isn't for everyone, they still do serve that purpose (most of the time).
Simulating a world where all sims have equal lives is one playstyle, but having some intermediate sims who fill out the background without being a permanent member of the simulation is fair too.

Many are also attached to sims that are canon / premade. Someone put at least some effort into designing and naming the homeless sims that ship with each world, it's nice to keep them in their intended role. I saw Igazor describe homeless NPC as commuters recently, and I think that's a really nice way to put it. Not everyone who passes through or works in a town necessarily lives there.

I understand that you like to keep special services or role sims, I also do this (with my own created sims).
There are 2 ways I use
1. in SP castes for roles and services set death to false. This way these sims won't get exchanged.

Death: Allow Aging
Whether the system will age your simsDefault: TrueHidden by: EA Aging Option set to off

2. as a nice to have: save all of them in CAS (and also Library) as backup for use in any save or world - saved sims - so you can exchange the look, with any sim you take into CAS.

And maybe also check Register Services
- Is Recurring: Specify whether the service should reoccur daily
