If I remember correctly, Retuner is where I restrict role sims and service sims. There's a lot of possible categories, so I browse through everything to find any settings that might be relevant.

Counters are a prominent exception to the strategy of putting everything into packages. Some people don't mind the extra fiddling you have to do if they're in packages. I also don't turn worlds and lots into packages.
