Yeah you should be able to change <kPortalIntroStartTime to 25 and still have it to work since there is no 25th hour in a day anything over 24 will work

Unless your making changes to only certain castes or sims then it only needs to be changed on the Town level which will apply the changes to everyone and all castes

It also I believe applies to sims that haven't been instantiated if the setting where in place before the Time Portal was activated it could affect him since he isn't instantiated until the Portal gets activated
