How do I get sims to regularly move away and out of the town? I want a steady rate (for the most part) of families or sims immigrating and emigrating. Okay. It is set to true. And I will remove the mod. I have MagicCC so the process will go a bit smoother. I'll try removING things one at a time since most things are updated and Dashboard says there are no obvious conflicts. I will update later.

So I just uploaded another file. I updated every mod that isn't CAS related to it most updated version including Nraas. Are outdated mods still the problem. Also thanks to everyone who's been helping me.
