Yes I've checked with just traveller and my mod installed. The issue is still happening.

That you can do using tuning mods I think or maybe Nraas story progression does that too.

The traveller option appears in the city hall menu. The traveller interaction appears in the smart phone but when I click on it the option to travel to other worlds like moonlight falls or Appaloosa plane won't appear.
