Thank you, that was the issue. I had the correct version of AussomeDay's Additional Entry and Exit mod, but had the old version of Careers (version 87, not the new version still in testing), and also the old version of Story Progression Careers (I had version 267, not the testing version.)

I set tourist to false. The name tags said "(name), tourist", so as far as I can tell, they were tourists despite setting tourist to false through the computer. Is it possible to completely ban homeless and such, or is it impossible to completely cut Sims off?
