The subways are meant to be placed around town as connected traveling points. Having just one doesn't do anything. You have to place at least two. Then your Sim can travel back and forth between them. They are part of the Late Night expansion pack and not University related

Hmm, I have never tried a custom world, nor is it likely that I ever will with all the EA ones to choose from. That said, I do avoid some of EA's because of routing issues - Bridgeport, Isla Paradiso come to mind. Some of the store worlds have some odd routing issues when it comes to public mirrors....
