Maybe they are insane? I think there is an option to change inactive sims outfit in MasterController, but I don't know if it will persist after they leave the lot and come back. Also if the lot type is a poolside bar I think the role sims will wear bathing suits, but I may be wrong.

Is there an option to prevent inactive from buying real estate?... I honestly don't quite understand the options in SP regarding properties. Another totally unrelated question but, is it possible for single sims to ride in their own car with toddlers or has this never been an option?

Mine was in the main installation folder game/bin/sims3launcherw.exe. I believe there are more than one launcher files here, but only the one with a "w" worked for me. Then again it's been a while since I've had to mess with the launcher.
