No, the game just doesn't know about the existence of new versions of Windows and specifies Windows 8 in DeviceConfig.log. At least it's the same for me.

By the way, Smooth Patch also has a fps limiter, but it may not work on some machines.
I agree, the option with Borderless gaming and fps limiter will also be a good solution, if you do not need a exclusive fullscreen mode.

I turned on triple buffering, still tearing. AFAIK triple buffering setting works only with OpenGL applications, so in case of TS3 it has no effect. This laptop doesn't have FreeSync/G-Sync, right? I have a old laptop (with Intel i5-4210u and Nvidia 820m), and I had a similar tearing problem when I upgraded it to Windows 10 (native system is win 8.1). Turning on v-sync in the Intel panel and disabling fullscreen optimizations helped me. I would not be in a hurry to reset/reinstall the system. ...

You need to select the Nvidia card for the game, but enable v-sync in the Nvidia and AMD control panels. :)

Do you have access to the AMD integrated graphics control panel? Try searching there for v-sync settings and turn them on.
If that doesn't help, try also disabling fullscreen optimizations in the properties of the game's exe file.

Try to run the game only with NRaas mods, if the problem disappears - add the other mods in parts, using the 50/50 method to find the culprit.
