Sims with transformation buffs cannot be edited in CAS. Remove the zombie buff and you'll be able to edit the outfit pending she's not also a tourist (unlikely).

In game is not going to export file based tunings I'm afraid. You'd be better off making all changes in game and exporting when you make changes. The overwatch export will be a library file.
