Sorry scratch that, I realised Origin was running in the background and using resources the program needed to work. So I've got the path downloader working and run it and it says that there are no updates due but thank you very much for the thought.

I'm afraid I don't know that one (I'm not part of the team here just a long time user). I can only guess that it's so you can do stuff with the settings before you turn it on.

When it's set to false EA story progression behaves as normal. When it's set to true the mods takes over story progression and disables the EA version. You probably want this set to true if you are trying to improve story progression in your town.
