Is there a way to make it so that you can have different clothes in werewolf form?
I downloaded some paw feet and I thought it would be really cool to give it to my werewolves in wolf form to make them look more wolf-like - but when you change forms the clothes are locked so you can't change them like you can change the hair and facial features

You may want to ask popcornstar45 - creator of the Skyrim Werewolves on MTS and Tumblr.
The description of those presets may point you in the right direction, it mentions some special steps that were required to change the werewolf outfit, including that it must be the second everyday outfit instead of the main one + manipulating the Special outfit directly- but not in enough detail for me to relay how it works.
The latter probably involves making sure they are in their special outfit already when you take them into CAS, and NRaas Hybrid is also listed as a requirement for it to work properly.
