For the wishes disappearing again, did you do anything special in between when you last checked, for example running an MC Reset or even switching households in a different way? If you only had the Retain Dreams setting enabled in MC, and you used SP (or Edit Town) to switch households, all the dreams would be dropped.
Well, the thing is, is that I have 'Retain Dreams & Opportunities' set to 'True' in Mover as well, but splitting the household the normal way (Phone -> Move -> Within this Neighborhood) still deleted the wishes of the moving sims (who became inactive).

I always try to switch with MC whenever possible (with the exception of not knowing how to switch with MC in certain situations (ex. splitting households)). The reason I am really frustrated right now is that I have absolutely no clue on what could've gone wrong or different. I just started up the game like normal and when I switched to another household all their wishes were once again gone... When earlier today when I did the same thing (different playsession; closed the game), the wishes were still there. :(

How many sims have active dream managers at once? The documentation stresses that having too many can cause a serious hit to performance, although it doesn't mention the game dropping the managers entirely. But I'm wondering if that might be the case here, if you're accumulating too many sims with active managers and the game is dropping some or all when it gets overloaded.

Hmm, I do have quite a few sims with wants locked in (I play rotationally in a pretty small town (The Sims 2 Pleasantview for The Sims 3), and almost every sim gets a few wants locked in). However, I kept doing this as I didn't notice a drop in performance at all. No extra lag and no extra stuttering. So, I didn't think it could be the game getting overwhelmed, but, maybe you're right?

I have played this town this way before, though, a long time ago. And I do not remember encountering this issue... so idk.

Story Progression has also settings for whether dreams and opportunities are kept or not. I usually have it set that all but my rotational caste drops their wishes after the nightly reset.

You can get a more exact answer to the "how many" question without affecting anything this way. On City Hall or an in-game computer, run some harmless command like Family Tree with a filter that will return a list of all sims in town, including your currently active household, that have Dream Managers running. So that would look like MC > Sim > Basic > Family Tree > (Filter to Has Dream Manager). Then "X" out without running any Family Trees once you see the filtered list that will be produced. Perhaps you have more sims on it than you thought?

Because all my sims' wants got deleted, I counted up the exact number of sims I lock wants for/want to lock wants for and that number is 20. Is there a limit on how many sims you can lock wants for before the game starts to force delete them? I like to play wants based and was planning to do so until my game got too laggy and then I would limit it down. I didn't know the game would actively delete them if it was too much (if it actually does that).

OK, I've set 'Retain Dreams and Opportunities' to 'True' in SP as well via the City Hall. However, I do not know if it will work, cuz I've already tried it with Selector and didn't seem to fix the problem either... It is worth a try, though!

OK, I locked in a few wants for a sim, and switched (using SP Dream Catcher this time) families. then I closed the game. Used RegulSaveCleaner with the default settings + clear cache. Opened the game back up, used the Blueprint Maker mod by velocitygrass on MTS (creates an error log that you can use to make a custom blueprint when the game is closed). Took a screenshot in TAB mode (using C-key/in-game camera). Went into Edit Town and bulldozed a lot. Then went back to resume the game, saved and checked on the original sim I locked in wants for. The wants were gone again. I pressed play to see if they would reappear (my game was paused the whole time) and while the message that storyprogression was enabled showed up, the wants didn't reappear.

Just listing the steps I took here before I noticed the wants were gone again. Maybe someone can make sense of why this happens, I am out of ideas.

Part of my question was, how many Dream Managers are actually running. Not just how many do you want to be running, hence the MC tip to find out for sure.

There is no hard and fast limit to how many is too many as there will be a lot of world, sim, and system spec related variables to take into account. But 20 sims does seem a bit on the heavy side and may possibly be too much for the game to handle without dropping a few.
