Yo! I made a list of everything I wanted gone on a CAS blacklist for a hour or two on one save, and everything works as it should there! All the clothes I wanted gone are gone. But I tried using the same tuning on my two other saves, but nothing works. I followed the tutorial to a tee, with using Packer and checking that the XML is right, which it is. I use both the Dresser Invalid Parts package and the MC Invalid Parts package which are both tuned and use the same blacklist XML. I've read around on other posts and I found one that said that she had the same issue as me, and fixed it, but I have no idea how she did it and I really want it to work. So I'm writing here now instead, cause I have no idea what to do to fix this. Please help! Thank you.
Below is some comparison photos from one save (the one where I blacklisted everything) to another (where i try to load the modified tune packages):

These ugly overalls are disabled in both the original blacklist save and also in the XML I imported into both my InvalidParts packages, but does not work for some reason.

It may help to upload the packages you made somewhere and link them here for someone to take a look at.

My understanding is that it's normal for the Blacklist to show as zero as there isn't actually a way to import one back in, the tuning package should instead make those changes the global default.
Worth noting that the tutorial is missing some important formatting, too, so it may be possible that something you missed is simply not showing. I'm also unsure as to the usefulness of Packer in this day and age, even if these were designed to be used with it.

Hm, that is weird. after making your invalidparts package, did you clear cache files?
In the new game,vdid you let the game run some minutes to let mods load?

I see that you don't have MC CAS Compact mode active, which is recommended to fasten the loading for CAS parts or MC CAS hasn't loaded fully

Or do you use Lazyduchess smoothpatch Mastercontroller package? This is not compatible with nraas and needs to be deleted.

For dresser, you don't need a separate invalid part package. There's an option in dresser to use the Mastercontroller invalid parts.

And yes, as CardinalSims noted, you won't find the blacklisted items in the MC New game, only new added ones, this is normal.

Should I use S3PE or something else instead perhaps? I only followed the tutorial, so I wouldn't be surprised if there's better methods than Packer.

Ant to answer @C-Dark, I did not clear the cache, and I did let the game run for about 10 minutes just to check if it loaded, which it did not. I do use SmoothPatch MC package, and I've now deleted it. I've also deleted the Dresser InvalidPart package. I've also cleared the cache. I'll report what happens!

Update: It still does not work. All the blacklisted items are still available in both the random pool and in CAS. I deleted the Dresser_InvalidParts package, cleared the cache, and deleted the Smoothpatch MC package. I'm really not sure what messes it up. How would I know when MC and stuff has fully loaded?

Can you verify you are really in the MC CAS and not the EA one?
click the options menu button at the bottom left - does the MC menu opens?

Hi again! I did some tweaking, and I managed to make it work thanks to you two! So what I did was:
Enabled the "Use Master Controller Blacklist", started a new save, enabled CAS Compact mode and NOT use regular CAS/Plan Outfit to see if they worked. Immigrants and random NPCs do not use the blacklisted items now, which was the main reason I made it! The items I disabled in the blacklist does appear in MC CAS! Only question I have left is if there's a way to make it work in Create a Family? If not, that's fine. I read that a file called MasterController_Integration would fix that, but it does not for me. It's not a massive deal however.

A common mistake players make with MC Integration is that they jump into CAS or CAH immediately upon loading up the game. That puts them into regular EA CAS even when Integration is present. MC is a script mod and the game clock needs to run forward for a few minutes to give it a chance to load -- not sim hours, but usually maybe 10 sim minutes or so. Might that be what is happening here?

EA CAS doesn't recognize blacklists or any other MC feature. You can tell for sure if you are in EA or MC CAS by right-clicking (not regular clicking) the "..." options button in the lower left corner that usually takes us to Save, Main Menu, etc.. In EA CAS, nothing will happen. In MC CAS, an MC options panel will appear.

Okay, I encountered another problem now instead. For some reason, random sims ignore the blacklist and still wears banned clothing, and marks it as the "custom" icon instead. I had to manually check this sims outfit for it to change. Is there any way to check outfits for the entire town?Image

You need dresser, there's a check outfits option, disable for your active Sims.
In the mods documentation page you find every option explained

Dresser is the one which corrects outfits.
Mastercontroller blacklist only hides items in MC CAS, but won't influence the outfits on Sims.
