I just found there some sims with lifetime reward systems bugging out, they cant gain lifetime point by any normal means like maintaining high mood meter or completing wishes, their lifetime point count is solid 0, only way is to cheat with "testingcheatsenabled true"
They lack both "purchase reward" option in MC/basic via sim. MC/basic/purchase reward/sim straight up telling you "there is no sims matching the criteria", even when you make this bugged sim active.
Also happen with the "lifetime wish" option in MC/intermediate
These Sims function perfectly as intended, as far as I can tell. but for some reasons they are excluded from the lifetime reward system by the game.
This is the weirdest glitch I've encountered so far.

I believe a lot of that is tracked by the Dream Manager, which doesn't run on inactives without some intentional interference by NRaas. It is normal for townies you have never controlled to have 0 reward points the first time you switch to them. They also cannot complete wishes or aspirations without an active dream manager.

If they still aren't receiving points while being actively controlled, it sounds like theirs are broken. Which does happen from time to time.
MC Reset Sim can sometimes boot it back into gear, as well as "Restart Dreams" from DebugEnabler.

That was my first guess, Non active sims dont gain lifetime points. However MC "Purchase Reward" and "Lifetime Wish" options are still avaiable to non actives, homeless and service, which I use from times to times on occult sims like vampires and mermaids who have a habbit of standing under the sun and die unless I give them some immunity. Their lifetime reward point gains also resumes the moment you make them active.
