As the topic says, I installed Mastercontroller mod and the cheats mod, but when i start it from steam, it wont start.

Did you install the cheats module or accidentally the progression module without storyprogression installed?

I installed only MasterController and MasterController Cheats , Do i need something else?

neve rmind i realized its for TS3, and not TS4

Wait, hold on here. There's a TS4? When did that happen? Why didn't we get a memo? 
Okay just kidding, but no. This site and its mods are specifically for TS3. TS4 is programmed and scripted entirely differently and there's no way to "convert" a script mod like MC from one to the other. There are, however, quite a few sources of TS4 mods out there that may very well do exactly what you require. That would be including, but not limited to, the famous Master Controller Command Center (MCCC) for TS4, which as per the above has no relation to NRaas MC for TS3.
