QUICK UPDATE:
I have decided to test out another Decensor mod called "Velocitygrass nomosiac 1.63" and that has succesfully worked.
I may end up using this as my work-around way of playing with Decensor if NRaas Decensor doesn't work. However, I accept to help out further with this problem if it means helping out anyone else in the future who may run accross the same issues as me.

Your CPU is older than some, but I wouldn't call any of that hardware low-end. Just fishing here now, but is the SSD internal?

One final idea, then I'm officially stumped. I still don't know what type of install this is, "incredibly legitimate" didn't really answer the question. But if it's a retail disc install that was Launcher patched to 1.67, then you may want to try running EA's SuperPatcher on top of it. The Launcher is notorious for claiming that a patch job was complete when it really wasn't and the SuperPatcher can fix that without doing any harm. A partial patch job can interfere with mod operations. But if this is a Steam/1.67 install or if some older version of Origin is somehow involved, then this should not be attempted.

I'll leave my quest to get Decensor working here. If you claim that this shouldn't be attempted on a Steam or Origin installation, then I won't risk it.
