Man, this one is being stubborn on you isn't it. Even the one where you have MC only, no other package files, new game with no crashes, still doesn't produce the NRaas > MasterController menus? You are, of course, unzipping the mod download before putting the package file inside in place, correct?
Is this the source of your Resource.cfg file?

May I ask where you originally obtained TS3 and its EP/SPs? Is this a retail disc install, Origin digital, mixture of the above, Steam, from some other sources (which ones)? Any "helper" files in play (more intrusive than mods I mean) from other sources?

Okay, good. But wait a minute. Let's back up a step here.
Mods are package based content. In order to function at all you need:
A Mods folder.
Inside of that, a Packages folder, optionally an Overrides folder (usually empty though), and a required file called Resource.cfg. That's three and only three things. Then the mods go into Mods\Packages. It will all look like the illustrations on the page I linked to above, plus or minus some cosmetic differences for different operating systems.
But without the Resource.cfg file, none of this works. If you didn't get yours from MTS, then from where? If you need a standalone Resource.cfg file, you can use this one; it's actually the same file MTS uses without all the framework around it.

Maybe. I wouldn't jump to that conclusion just yet. Please confirm, is your Mods folder with its structure and the mod in Documents, not somewhere down in Programs or Applications?
If it's all in the right place now, and I'm really sorry for taking you the long way around as usually those who come to us have the Mods\Packages framework already in place and I totally missed that you said this is your first mod, you might try adding in [URL=https://wwww.nraas.net/community/Overwa ... erwatch</a> and <a class="wiki_link" href="/ErrorTrap]ErrorTrap[/URL] alongside MC and see if your ongoing game benefits from the cleanup (if it's not too late) that those two will provide automatically.
If any of them kick up script logs (hopefully instead of allowing the game to crash) that need interpretation, you could upload them here for an analysis.
