I have installed TS3 with all expansions on a Win11 PC and created the Mods Folder with Resource.cfg. The game doesnt recognize any file in the Packages Folder.
My game is Version 1.62.153.024002. I Thought, that might be the reason, but cannot find any way to patch to 1.67+. I found one patch for manual downloading, but the anti virus deleted it, so I dont dare to use it again.
Is my Patch Version even the reason for the issue, or should I look at something else?

How did you install the game? And where did you find the patch? It's available directly from EA servers, so even if your antivirus objects to it, you can trust that it's safe. But a third-party download might not be.

You cannot use ANY mod if you are not on the right patch level which is 1.67 for disc installs or 1.69 Steam or Origin.
And you need a correct mod folder structure.

I installed the game with my old DVDs. The game updated itself within the process, but said it is fully patched with 1.62... I will search EAs site again for the newer patches.
The patch I found so far was on some third-party page, that's because I wasnt going to try anymore, when my antivirus was alarmed.

Okay, there's some (admittedly not very interesting to historians) history here. Patch 1.62 was what the ITF discs shipped with, but EA released 1.63 practically minutes later. Thus 1.62 was never a viable patch level in the sense that no mods anywhere were ever developed for it. Combine that with the Launcher doing a rotten job of patching the game up, as even when it says it's all up to date it often isn't. The SuperPatcher is definitely the way to go here to get to 1.67. Ignore/dismiss any offers to install or turn things over to Origin along the way, unless you really want that experience.

None of this explains why your mods are not being recognized at all, as opposed to not running quite as expected, but let's get the patch level thing fixed first and then tell us if things improve or are the same on the mods front.
And yes, some anti-virus/malware programs and web browsers will have heartburn over what the SuperPatcher does or how it is provided. But the legitimate version is totally harmless, so an exception should be made for it.

I finally udated my game
It still didnt recognize the mods. But I realized, that there were two Sims 3 folders. One that I had added the mods and another one, where the game had added save files. So I deleted the one without the savegames and made a new Mods folder for the remaing one. Everything works fine now. The game recognizes everything!
