How do I get into modding?

Hey. I used to play Sims 3 years ago and I learned how to install mods back then, but I stopped playing for quite some time and I forgot what I knew. I'm getting back into the game now and I want to install mods, but I'm running into a roadblock. The tutorials I've been watching tell me to create a Mods folder and then install a Resource file into that folder. I can't find any up-to-date Resource file to download, however. I saw someone on this forum recommended downloading an already set-up Mods file from here, but when I tried to download the Mods file from that site, my browser said it couldn't be downloaded securely. So what's going on? How can I set up a Mods file so I can start installing mods? Oh and, the computer I'm using right now is new and has never had any Sims 3 content downloaded on it until today, so I don't have any old Mods files.

I also have a second question. I remember from when I used to play that the Sims 3 base game has a glitch where all the sims in town progressively disappear until only your active sims are remaining. I also remember one of the mods from this site fixed this glitch. Which mod was it?

There is nothing wrong with the Framework file from the MTS page. If your browser is not letting you have it with no exceptions allowed, perhaps try a different browser. Or if you want to continue building your own setup, the required Resource.cfg file can be downloaded from us here.

The NRaas mod that prevents random and rampant culling of your fellow town residents is StoryProgression.
