Modding my Steam version of Sims 3
I started a legacy and quickly realized why so many people mod their games to make the legacy more reasonable. I attempted to install master controller, error trap and overwatch but none of them seem to be working in my game. I downloaded the resource file and added it to my sims 3 folder, then I removed it and tried to open it (following a guide I found on youtube). Any advice would be appreciated!

This is the approved procedure for installing TS3 mods. Perhaps start over and see if you can at least get the two sample mods included with the Framework there to work before moving onto the NRaas mods you want?
Steam delivers Patch 1.67. The procedure for modding it is exactly the same as on any other platform. The only gotcha to look out for is that Core Mods (of which ErrorTrap is one, none of the others from here that you would use would be) require a specific variant so as to avoid the core version mismatch error on startup. There are three variants available for the current version of ErrorTrap, and of course you would want the one for Steam/1.67.

I tried following the steps here and they didn't work. When I went to delete the mods folder and try again I found the mods folder and the FrameworkSetup were both gone I really don't know what I'm doing wrong

Is it possible that your TS3 user game folder is being controlled by a synchronization service like OneDrive that is actually getting in the way rather than being helpful?

It does say OneDrive is part of where its saved.

Aha, there's the issue then.
OneDrive is cloud storage, like DropBox and its competitors. Your TS3 user game folder needs to be entirely on your hard drive, not in the cloud or busily syncing to the cloud while you play or else yes, things will seem to disappear on you (very annoying).
You will either need to uninstall OneDrive, if you have no real use for it otherwise, or keep OneDrive but exempt your TS3 user game folder from syncing.

Should be straightforward in an otherwise perfect world, but Googling the question leads to a lot of confusing discussions like this one.
Afraid I can't offer much better than that because I have no use for OneDrive as an automatic sync engine (for intended cloud storage otherwise, it's fine) and always uninstall the app on any Windows system I use.
If that seems like it's going too far and you really do rely on OneDrive for backups beyond TS3 game folder stuff, perhaps others here can offer some useful advice.

I found a work around (paused my one drive and found the correct folder to manipulate). Now my issue is world adventures worlds won't load. I have Mastercontroller, overwatch, error trap (steam version) and the two mods that came with framework (no sparkles and skip the intro)

WA is an Expansion Pack and would be installed where your game install is. Usually that would be C:\Program Files (x86)\Steam\steamapps\common\The Sims 3\ (and then EP1 for WA, EPsomenumbers for the others). Might your Program Files also be impacted by your OneDrrive setup?
