Resources for new modders?

I want to write a mod that would let a Sim repair a salvaged or burnt object, not unlike icarus_allsorts' mod, but with different objectives. Basically, I want each salvaged/burnt object's repair to cost 10% of its full price, and the repaired item price to be set to 50% of the full price. That way, a Sim could make a living of repairing salvaged stuff and selling it afterwards.

However, I have no idea how to start modding for TS3. Could anyone point me to the right direction, please?

It should be noted/emphasized that C# scripting skills are a prerequisite. It's the barrier that prevents mere mortals like many of us here who do not code in that language from producing anything more than Tuning (XML) mods and why talented TS3 Script/Core Mod developers are generally held in such high regard. It's also why we keep ours locked in a cage in the basement because if he ever wanders away on us, we're gonna be in big trouble. :)

Thank you very much! I'll make sure to study everything there. I'm under no impression that programming what I have in mind is easy to do, but hey, might as well try, right? Refurbishing stuff is, IMHO, something that is sorely missing in this game.
