The Curiosity of Quads

So, as of late, a new mod idea popped into my head not too long ago, and ever since then I've been musing pretty heavily on it. And now it's brought me here!

I'm currently wondering how one of the Nraas mods—I'm pretty sure it's Woohooer—handles the existence of quadruplets in the game, I think knowing how it was done will help me with my own budding-into-existence mod. From my understanding of the game code, quadruplets cannot happen naturally without mods, and despite me looking at the code for the Woohooer mod on GitHub I haven't been able to figure out how quadruplets are actively coded into the game. I see the tuning for it, but I'm pretty sure there's more to the coding of quadruplets than that alone.

I also feel that it should be noted that I am worse than a beginner at coding for the Sims 3, so I fully acknowledge that I may have either missed something while reading the code for Woohooer or just not understood the code for quads entirely.
