Right, you are/were confusing Create a Household (CAH) with Create a Sim (CAS). They do look similar at first.

But CAH is the only way to work with an entire household at once. Once the sim(s) already exist in-game, they can only be edited one at a time by CAS no matter how CAS is called up.
