The settings probably won't stick unless their resident playable ghosts. Ghosts that go back to their tomb have everything reset when they show back up again which why if you ever tried to befriend one the friendship status never stays.

If you have access to their tombstones you should be able to put them in your sims inventory and relocate them to the graveyard. Or use a sim with the Kleptomanic trait and have them steal them and then relocate them to the graveyard.
