I have Story Progression > General Options > All Stories = "Only Residents" but I'm still getting Notifications about Skills and Job Promotions from every townie. (All of my townies are CAS Sims hand planted into this custom world).
What am I missing? I'm happy that they're learning new skills and getting promoted but I'm trying to turn those off.

Residents means all sims who live in town on a lot, including your active household. Not service sims and homeless role sims or homeless co-workers.
So residents are your "townies".
Maybe change it to active household.
