My usual strategy for handling vehicles is to ban all of them except bicycles. But my current world is fairly rural and it seems likely that at least the farming families would benefit from a pickup truck now and then.
Is it possible to create a caste of "households I put into this caste" and give the caste the ability to own named vehicles, and allow the rest of the world only bicycles and Kenspas? Or is that too fine-grained?

Are you using SP Money's Disallowed Cars to restrict vehicles, or Traffic to ban car routing itself?
While I can't see a way around these specific options being global instead of for castes, the former only governs purchasing of cars and doesn't cull existing ones or otherwise prevent a sim who has a car from using it. If you don't mind giving them out manually, you could switch to these households and give them those cars.

Thank you! I honestly don't remember exactly how I disallowed cars in the past, rediscovering how I did it was one of the things on my to-do list once I reach live mode with my world. (I'm still making community lots, I have not even made any residential ones, then I have to make my ancestral sims-who will all be turned into ghosts I guess-and my starting sims)
