Are there ever supposed to be woohoos with no buffs?

The last couple of times there was a woohoo in my game, it was between romantic interests, as opposed to partners. No buff was applied at all. I played with the tuning and scoring files and thus could have caused a bug...but is it supposed to happen that way? "Good Clean Fun" applies to partners only, perhaps, and "One Night Stand" would be non-romantic? Or is it not working as it's supposed to in my game?

Are you using Kama Simtra by any chance? I've seen this happen a few times (doesn't necessarily mean it was intended behavior) but it seemed reasonable to me that such might happen at lower mid-level skills where there wouldn't be any negative buffs from a totally unskilled partner, but not necessarily any positive ones either. The experience, to the sims, was neutral.

Though if it took place off their home lot, seems like the Stride of Pride should still apply regardless.

I have Stride of Pride configured off (sims walking too slowly was a pain). I also don't have Kama Simtra in my game. There is a complicating factor, however. The woohoo was two women, one with a boyfriend. The boyfriend is a romantic interest of the other, with polyamorous jealousy on (I teleported the boyfriend in the first time they woohooed, and he had no jealous reaction, as is supposed to happen with that setting). That might confuse the program as to which buff to apply, so maybe it applies none, regardless of whether they're seen by anyone.
