Well, I'll try disallowing the career, and see if it clears up. If not, I'm killing this save, I think.

If it doesn't clear up what you can do is start a new game for the town your currently using make a copy of the affected lot from the new loaded town and then go back to your current save and replace the affected lot with the new copy but only do that if you absolutely have too. But make sure to completely exit the game before you reload your save
