It is safe to use with the mods from here.
Not sure about the benefice of using it with woohooer though.
But it does bring a nice touch to the game.
My sim was in China with her boyfriend who is not part of the household, he was unselectable upon arriving to China.
During one evening, he proposed, which was pretty cute actually.
Basically, it gives the sims more autonomy on certain things that are usually user directed.

As well as inactives, Blue's mod also allows your active sims to propose going steady, marriage, break-up, move in etc. When I used it, my active sim autonomously asked her inactive boyfriend to move in.
