Tuning out Celebrity Disgrace

Is it possible with Retuner to tune out the Celebrity disgrace system? If so, which fields would I have to alter?
Not sure this one is reachable by Retuner, it might be too complex for that. But perhaps others here have a different answer.
They Disgrace system can be disabled anywhere from on one sim selectively through the entire town and/or its different elements like particular "kinds" of disgrace can be disallowed if one is using NRaas StoryProgression (SP Relationship add-on module required).
