Retuner - horse saddles

Is there a way to slow down or stop the aggitation that saddles give/cause horses using retuner?

diplace, I don't play with Pets enabled, so I'm not sure exactly what to look for. However, I do have an easy way to search for settings in the FullEATuning file.

I couldn't find any settings with "aggitation". I found 561 settings that include the word "horse", 10 settings with the word "saddle", and 6 with both "horse" and "saddle". Three of those six settings refer to a sculoture of a horse saddle.

Here are the remaining three:

Here are the four settings which mention "saddle" but not "horse":
