What are: TeenCurfewHourBreak = 23.5; TeenEndCurfewHour = -1; TeenBeginCurfewHour = -2 ?

And what role do these settings play in the fact that my teens (and kids) have no curfew?

Kids have their own values but your current settings have curfew disabled. TeenBeginCurfewHour is the hour teens need to be at home or near a parent, end is when this restriction is lifted. TeenCurfewHourBreak is when they are considered to be breaking the curfew (they are given a bit of extra time after the warning) and have the chance to be caught by the police should a curfew be in effect.

Defaults:
kChildStartCurfewHour 22
kChildEndCurfewHour 6

kTeenStartCurfewHour 23 (must be greater than the end value)
kTeenEndCurfewHour 6 (must be less than the start value)
kTeenBreakCurfewHour 23.5 (should be between start and end hours)

According to my settings in SP, curfew starts at 22 and ends at 5 -- why would Retuner be showing something different? How did I break that? lol

Any ideas why I can't get these settings to work? I just set the curfew in Retuner to start at 21 and end at 6 for kids, and for teens to start at 22 and end at 5 -- but when I checked the caste options they hadn't changed. I shut down and reloaded the game, but nothing changed. I reset the caste settings to default, thinking maybe they would pick up the settings from Retuner, but now they all show 0 for start and end time. Does that mean it will run off the settings in Retuner or that curfew is still disabled?

The curfew settings in SP and Retuner are somewhat independent. The one's in Retuner are for the EA system, the one in SP override the the EA system when they aren't set to equal values. Considering you have both at 0, it will use the one's in Retuner now.

For the first time in like FOREVER I saw a curfew notice pop up and the teen I was playing actually tried to go home... several times... but even though she was out past the 23.5 cutoff for the police, no one showed up to escort her home. Then again, this kid gets away with murder -- her parents didn't even bother to scold her for skipping school. I should just make her evil and give her the assassin skill, she'd probably be as good as Vlad. lol

Back to the curfew thing... Is SP's curfew system broken for everyone or is it only my game? I remember a very long time ago (like maybe around when Seasons came out) my kids were receiving police escorts driving them home from school every day -- they'd be in class and a patrol would show up out front and wait... and wait... until finally it was time to go home. I'd get the popup about them breaking curfew when the police arrived. Twallan fixed it so they weren't being picked up for going to school or ROTC, but they've never been picked up for breaking curfew since then either. :-)

Well there's a chance applied to the police, it doesn't happen all the time. You may be running into that with the EA system running. As for SP's, it very well may be broken. I'll have to check it out. :)

I just loaded my SV2E game, where all the drama of kids being picked up at school took place. Is there a way to completely disable curfew controls in SP so that I know for sure whatever does (or doesn't) happen is due to new settings in Retuner? Or should I just assume that if there hasn't been any curfew enforcement under SP's guidance any change would almost have to be coming from Retuner? :-)

If you have the start and end times for curfew set to the same number in SP (0 is good), it is EA/Retuner running the show.
