It is possible to have a sim work an individual or part time shift in a career that your (active) sim does not have using Buzzler's Moar Interactions mod from MTS. Inactive sims can't be pushed to do this on their own. But sims can only progress through one career at a time of any type because there is a field in there someplace to hold their career and it can only hold one value.

So...if the part time career were to have, say, only one level...they'd still be able to progress through the other career?

For arguments sake: if I were to have a Sim in a career type degree (technically a custom career that *pretends* to be a degree) AND a part time career with only 1 level (let's say a custom part time Waiter job), that Sim could still work through the *degree* career? All with Buzzlers mod?
Have I got that right, or should I finish my coffee first then come back?

Buzzler's mod allows sims who do not have a particular career to "work a shift" in it. I believe that shouldn't disturb their assignment to their original career nor their progression through it, if things are working as intended, and in that case it would just be a way to earn some extra cash on the side.
