The option to enabled seasons is missing from all my neighborhoods except the vacation ones. I have tried with brand new from scratch neighborhoods and ones I have already played in. I have all expansions and stuff packs except katy perry.

As far as I know, that option is only supposed to show up when in vacation mode (or at Uni, etc.). When playing in the active household's homeworld, I'm pretty sure that the Seasons Manager will always be active, provided the EP is present. This is not what you are seeing?
