Permanently Disabled Defense Grid in Dystopian Future

I'm at my wits' end here; please stay with me here even though I might be incoherent at this point. I have two sims. One sim has a time remote control. Fresh save; neither sim has been to the future in this save. Turn on the portal, do the power cell challenge, Emit Relevart leaves, sim with control changes future to Dystopian. Okay fine. Go to Dystopian future and... the option to "Recalibrate Defense Grid" at the observatory is greyed out. .... Okaaaaaay.

Send both sims back to the present, switch future back to Normal, visit the Normal future, immediately return to present, change future back to Dystopian, go back AGAIN, defense grid still greyed out. oml

Send sims to present, change future to Normal, go to Normal future, come back, switch future to Utopian, go to Utopian future, come back, switch future to Normal, go to Normal future, come back, switch future BACK to Dystopian (I like to be thorough with this EP >_>;), GO BACK TO DYSTOPIAN FUTURE... suddenly my sim has no descendants. >_>; Eeeeeeeeee.... btw the defense grid is not greyed out at this point and meteors are raining down.

Do the future switch out AGAIN (this ate up an entire day, and the switches were occasionally peppered with resetting the time continuum), come back to Dystopian future FINALLY sim has descendants and FINALLY the defense grid is not greyed. Okay great, save game, close computer, go to bed.

NEXT DAY - defense grid is greyed again. I mean... the crux of my post is: is there anyway to kick this back into not grey that I'm missing somewhere? Some nice NRaas button somewhere that can reset this feature without all of the crazy loading gymnastics? Dystopian future without meteors raining down is kinda lame. D: I've tried Debug Enabler, Retuner... I'm just not sure what I'm missing here.

Others have reported this is caused by overwatch but I've not had time to figure out why. Does the behavior stop if you remove it?

Nope! Cleared caches, removed Overwatch; started up game and... nothin. :/
