Is there a way to stop immigrating (and marrying) Sims from having hyphenated names? It's rather annoying to me to see names like "Smith-Johnson" around in my town. I just downloaded ANOTHER empty world so I need to populate it. How do I let my Sims have only 1 last name?

NRaas > SP > Town (Household, Caste, Sim) Options > Romance: Marriage Name (for couples just getting married)
NRaas > SP > Town (Household, Caste, Sim) Options > Romance: Marriage Name Same Gender

NRaas > SP > General Options > Options: Lots > Options: Immigration/Emigration > Immigrant Name (for newly arriving resident immigrants)

NRaas > SP > General Options > Options: Sims > Options: Immigration/Emigration > Immigrant Name (for homeless NPC Service Sims and Roommates, Replace Service Sims (and/or Roommates) with Immigrants must be True, SP Population add-on module required)

I'm not seeing "Romance: Marriage Name Same Gender". Do I need the Relationship module for that?

Yes, that's the one. Wasn't aware that an add-on module was required for it to show up, but I did get its name slightly wrong.
