I am just wondering do we not need the resource config anymore to get the mods to work and if we do where do we find it at?

The file is still a required part of the Mods Framework for the game to be able to work with package based content. Mods are always package based.
We do offer the current version of Resrouce.cfg, but you have caught us one day after moving into our new site here and not all of the downloadable files are in place yet. But the one we offer is exactly the same file that MTS does inside of its downloadable Framework, which you should be able to see once it's decompressed (unzipped).

If I am asking this in the wrong place, I apologize, I couldn't figure out where to post my question. I am trying to download ANI MODS but when I click on it it says file not found. I was able do the top ones (AntiMagic, etc).

Hi there. This site has only been live for two days following the shutdown of our former home at Wikispaces. We haven't caught up with making all of the downloads available yet, most but not all of the top section mods are there. It's all being worked on, please if you could be patient with us.

These should now all be available via the Mods listing page in the header. The individual pages are still being ironed out.

Thank you for your response! I was able to download the Apt Mod which was the most important one for me. And it seens like the extra career mods are still under construction, so there will be alot of gardners in my town! LOL!
