This are a few quick question about the OW tuning file:
(1) Which settings will take precedence, the ones I have set inside the game or the tuning file
(2) When does it kick in? I have set it to have testingcheats enabled but this wasn't recognised in a new game in Edit Town before I started to play.
(3) What about the new settings in more recent versions of OW that are not covered in the tuning package?

Oof, a pop quiz. Let's see how many of these I can get right.

1 - Inside the game. I believe the tuning files are meant to set the defaults only.
2 - There has to be an active household and the game clock has to run before many of the mods' settings kick in.
3 - I should just leave this one blank. But I think the answer is that the tuning file would need to be modified to add lines for the new settings in order for it to have any impact on them. But I guess your question really was, edit it to what exactly. (looks around for Chain to answer and tell me I've got the first two wrong...)
