This mod is to prevent mutated hair and eye color. I'm wondering if this would conflict with SP or MC: http://modthesims.info/d/491612

That's an XML tuning mod most likely SP would override it due to it being a script mod.
Last I knew MC doesn't touch hair mutation.
The chances of a conflict while possible would be very slim.

In case you are interested in a more flexible alternative, many of us use Consort's Hair Color mod. No conflicts.
