Is ITF CAS Items not Available in special outfits Intentional

Hello, I was just curious if there is a reason that Into the Future CAS items are not available when editing the Special Outfit, as I recently created an oribinal character in the sims 3 and When I went to edit his werewolf outfit, I noticed that there were no ITF Items I could use for his outfit (he's basically an anthropomorphic Raptor with access to advanced technology, so futuristic clothing fits the bill, plus I have it were his werewolf form is his true form, while his human form is his alias).
