After looking around for what my issue was, finally figured out it was relativity. Basically my singer sim was hitching while performing - time would keep running and other sims would be unaffected but the singer's animations and the audio track would freeze for a few seconds.

Long story short, I figured out you can't set relativity to less than 15 or 16 ticks per minute or you get this hitching which increases in severity the lower you go. Just a word up in case anyone else is trying to figure out what's going on like I was.
