Oh! I think I found the Ownership command! Sadly though, the Resorts are not on that list either .
I got the idea to take one of my Sim's islands, in this case Divers Den, and make it INTO a Resort. I went to Edit Town and changed it to a Resort, but then the game said that it SOLD the island on my behalf! So when I went out of Edit Town, my Sims no longer owned that island. I tried to buy it back but it now doesn't show up in any lists just like the other Resorts. I decided to exit without saving to get it back.
I also realised that you can't do the Lifeguard Profession while in Isla Paradiso on Vacation. When the time comes up to do the Profession, it instantly moves the scheduled work time up to the next day. You never get the popup on the right hand side of the screen with the button for going to work. I wish Professions could be done while on Vacation, like how Self Employed Diver can be done.

Just checking, but perhaps try Traveler > Treat as Vacation > False and see what that unlocks, if you haven't done this already? That doesn't end the vacation, but it should at least allow vacationing sims to go to work/school, otherwise they cannot in any career. You would want to set that back to True before trying to return home.

I didn't know about that command!! I did it and it almost sorted everything!
Okay, so setting that command allowed me to purchase a Resort, get it up to 5 Stars, and unlock No Trouble Atoll Island. (I'm so sorry for this late reply. You see at first I got that same "sold on your behalf" error I was getting in my last post, but this time when I tried to alter a Resort in Buy Mode. I finally realised it must be due to one of my other mods so I had to test each one to find the culprit, which took a very very long time. Turns out I had an outdated version of Gesimz's "Investable Fire Station, Salon, Junkyards, Small Parks, Pet Store & Misc Lots" over at ModTheSims. I updated it and Bob's yer uncle! Also, I wanted to make sure I could actually unlock No Trouble Atoll Island, and getting a Resort up to 5 stars to do it took a long time).
Setting that command also enabled shark attacks, so I was able to finish the adventure and unlock Refuge Island. My Sim even actually defeated the shark and got a shark tooth! (Sorry again for the late reply, sharks take so long to show up.)
Sadly though, setting that command still doesn't allow the Lifeguard Profession.
The reason I wanted to come to Isla Paradiso as a Vacation is because I wanted to play it as another World Adventures destination. But instead of tomb adventures, this time there would be sea adventures of discovering uncharted islands. Do you think the NRAAS team would ever consider enabling Professions in the "Treat as Vacation > False" command?

I don't know, we'll let our developer answer that especially since I never realized they were disallowed. But you do have the option of moving to Isla "permanently" with Change Hometown and then move back home "permanently" when finished so that you are really playing a homeworld the entire time.
Glad to hear about the successes of the other functions, though.

Unfortunately that's just not possible. You can however change their homeworld though and that should fix that. I'm curious though, how are the uncharted islands and shark attacks normally unlocked? You said by opportunities? How do Sims get these? Randomly? I just assumed if you were near a shark you'd get attacked. No?

Oh I'm sorry Chain_Reaction, I somehow missed your comment earlier . The uncharted islands are unlocked by doing certain actions:
01) BERYL SHOALS: You just have to sail to it.
02) DIVER'S DEN: Reach level 10 in Scuba Diving and go through the second exit of the cave at Pearl's Deep.
03) NO TROUBLE ATOLL: Own a Resort and raise it to 5 stars.
04) CAY TO THE CITY: Become a Lifeguard and pull 35 Sims out of the water.
05) REFUGE ISLAND: Talk to the Front Desk Clerk at a Resort and Ask About Adventure. This starts an Opportunity Chain.
06) MERMAID'S SECRET ISLAND: Befriend a Mermaid and Scuba Dive with them.
07) PLUNDER COVE: Find 4 map pieces from chests and bottles.
08) PLUMBOB ISLAND: Find a specific message in a bottle that contains directions to this island.
Only one of the Islands is unlocked with an Opportunity. For the others you just need to perform the action required and the game tells you that an Island has been unlocked.
To get a shark to attack yer Sim, you just have to be Scuba Diving while a shark is on the screen, but there is only a very small chance he will attack this way. To increase the chance, you can click on the shark and choose Watch Shark. To increase the chance even more, put a LOT of fish (like 500 of them) in your Sim's inventory.
During the Opportunity Chain to unlock Refuge Island, one of the Opportunities requires your Sim to get into a fight with a shark.
