traveling between islands in a tropical world

Here's an update:
First: I used rapid immigration and filled up my town with lots of households of all sizes and ages. At first the sims I saw swimming were Service Sims and in a few instances, residents. Just for the heck of it I put 4 subways in to connect to an island that had an art gallery and a business I added. The residents all used the subways as did some of the service sims.
Second: I tried another scenario:
Boat Routing and Car Routing enabled in GoHere. Traffic was already set to Allow use of cars during general routing. Always Use Taxis for Inactives Lacking Vehicles set to False.
This time around sims were using either the subway, water taxis or their own boats they purchased as I changed the money option in SP and let them go on a spending spree. Might be worth it to mention that the number of veiches cleaned up by OW was no different than before I changed settings and I have not been able to find any abandoned boats.
After 5 sim days watching them this time around no sims are swimming across the ocean. I was surprised that the setting at False for Always Use Taxis for Inactives Lacking Vehicles did not impact Service/Role Sims as they are using the water taxis.
This wasn't the most scientific test as I am not sure if other settings I use in other mods such as Retuner were at work with the new settings. Might be something to consider and try out

You are welcome. To be honest I do not think there are "real" routing issues in this one. Rather settings we may or may not be using might be why we assume what looks like a routing problem is an actual routing problem when in fact other settings are aruging among themselves, lol. I do not mind the water taxis at all. It just seems a natural mode of transportation for island worlds.
