I have Windows 7 now but my next computer will have Windows 10. When I have installed Sims 3 on it, can I use the old DeviceConfig.log file? I had done changes to it so the game would recognise the new graphics card I got.
My plan is to install the game, and then just delete the "The Sims 3" folder and replace it with the old one with all the saves, settings and CC. It worked when I went from Windows XP to 7.

Err, not exactly.
The DeviceConfig.log is program output. A new one gets generated every time the game starts up whether there is one already in place or not. The game doesn't read it at all, it's for us to read (if we wish) so changing or replacing it has no impact.
The steps required to gain formal graphics card recognition are to change the GraphicsCards.sgr and GraphicRules.sgr file on the Base Game's Program Files to account for the card actually in place. Those files are swappable, but unless this is some sort of custom do it yourself build project, you won't have exactly the same card on your new computer so swapping them around won't be quite right either.
Your underlying strategy of copying your TS3 user game folder in Documents over is a good one though, perhaps minus the caches and nonsense like FeaturedItems.
