Prevent random sims moving in to town?

I am currently starting an uninhabited island type of challenge (with all the lots demolished), and would like to know how I can prevent storyprogression from putting random sims in town as I need all of the empty lots to be available to the offspring of my settlers. Is this possible? Thanks!

SP's Immigration Gauge is set to 0 by default, which means there will be no SP resident household immigration unless this is activated. It's under General Options > Options: Lots > Options: Immigration/Emigration. If you further set SP to not Manage the Homeless, then it should leave homeless NPCs alone and not try to shove some of them into available housing unless they become pregnant or impregnate a resident sim.

To ensure that your uninhabited residential lots stay available, you could use Lot Options to switch off progression on them and/or pull out the refrigerators as sims will never move into a lot on their own that lacks a fridge. Or you could set their lot types to (Player) Ownable. But that will also prevent SP from moving your own population into them as their households grow and the sims wish to move within the world or split households to spread themselves out more.

On homeless sims, if these are of concern generally, we can control not having homeless Role Sims by not providing role giving objects in town like cash registers and LN bars, or by using residents to fill those slots by way of NRaas Register, and we can control not having homeless co-workers by not having rabbithole career lots or by making sure enough residents fill those positions. We can lessen the numbers of homeless street performers by disallowing the three Showtime careers and the three related skills (SP Skill module required), but not entirely unless Showtime is not in play. There is no way to entirely stop the spawning of Service Sims as the game calls for them, but of course these sims cannot be residents while still carrying service assignments.
