So I have been playing rotational style for a while but this is the first time that I have traveled a group of sims to University using traveler and tried to make it their homeworld. I talked about doing this a long time ago but here is what I did. In the world I was playing I made a house to move new YA and others who I thought might want to move away to go to University. Once all the sims were there I used traveler to move them all to University. I allowed all sim types to be able to travel, then traveled 11 sims, one is a child, to University. I put them in a dorm on world load up. I placed a house and made it player ownable. I then saved and quit the game. The next day I loaded the game again and I tried to have my sim use the phone to move to the player ownable house. But the only option from the telephone under Real Estate is to Travel. I also tried clicking on the ownable house it self to buy it and it does not have the option to buy, just that a greyed out Ring Bell option that is nonselectable because the house is empty.

Is there something that I am missing? I have used this method to move sims to other worlds before, just never to University world.

I don't think you are missing anything. Normally you cannot move sims to a new house in the university world. AFAIK no NRaas mod unlocks that functionality in that world. I've never tried to make the university world into a homeworld for any sims; I don't think that's possible.

If you want a playable university experience as a homeworld you can set up a homeworld university with the Careers mod in your sims' current homeworld. There are single lot universities available which rely on rabbit hole rugs, see my-sim-realty. You just need to place other required lot assignments in the world.

If you want a homeworld version of the Sims University world...I don't know of one off hand but the world files are available at Cawster. You'll need to use CAW to edit and create the actual homeworld version.

Two things missing come to mind. The traveling party should have gone on a vacation to Uni World, not moved there from where they started. It wouldn't have mattered where they stayed initially (but probably not in a dorm), a vacant lot would have been fine, but then they would need to purchase that Player Ownable home and then have Change Hometown invoked on them (then save, quit entirely to the desktop/Origin, and reload).

The other is that very often when we change a residential lot to Player Ownable from within Edit Town, the change won't stick. Most of us usually need to change it to a commercial lot, No Visitors Allowed is fine, and then change it to Residential-Ownable to make it stay that way.

But I have to agree that the stock Uni World is not designed or programmed to be a proper homeworld, even if you add a school and a few other rabbit hole types of necessities. There could be other issues I am not aware of in trying to do this, especially when the inactive population gets the call to enroll in Uni. The WA worlds aren't designed for this either, but we know those work out okay for the most part because players have shared success stories about editing and using them as such.
