I'm trying to access the EA tuning list. On the FAQ of retuner there is a download link, but it doesn't work. I'm wondering if there is any ohter way I can get it.

I am not sure if those files have been moved in here yet.  Did you look in the Wayback Machine.

Scroll down to :=14pxTuning Files- by Members & Other Resources Also at the bottom of the page there are links for EA Tuning Files.

I am not certain if that link I provided will work for you.  We've had some threads where specific links work for some and not for others.
The NRaas page that has the Tuning File info is on the Where Can I find It Page and that is on Wayback.
 
Hopes this helps a little.  I am sure someone will be along that might be able to get you to where you need to be :)

This has been added to the file browser here as well. Unfortunately the page is spitting errors when I try to fix the link due to the presence of old wikispaces code in it but I'll wrangle that shortly.
