If the Immigration Gauge is connected with EA's system of Sims automatically moving in, what would the normal setting for the gauge be? Is it set to the normal setting automatically when first installing StoryProgression?

The default setting for the Immigration Gauge upon installing is 0, meaning that SP immigration is shut off until the player wishes to switch it on by changing the Gauge value to something higher than that.

There is no such thing as a "normal" value to relate to EA's system of progression/immigration. The two systems are too different to compare like that. The way SP's works is that once every cycle (so every sim day or so, depending on the speed of progression and the Lots Manager) the Immigration Pressure is compared to the Gauge and if the Pressure coming from a variety of sources exceeds the Gauge, then at most one new household will move in. If the Pressure is not high enough for that to happen, the player will get a notification in the corner of the screen showing what the actual Pressure score is, which sources it is coming from, and by how far it missed the Gauge mark for that day. If the Gauge is left at 0, then there will be no notifications as the entire immigration system is shut down.

If you want to see what kinds of Pressure scores you are getting, set the Gauge to some impossible to reach high number like 500. This way you will get the notifications, but no immigration yet. If you know that you want some immigration on a somewhat daily basis to get things going slowly, then set the Gauge to an easy to exceed number like 10. What is considered "normal" will vary by world and what the player wants, some would say 20 or 40 but others would say something more like 50 or 60.

If you are trying to populate a mostly empty world right away and have plenty of suitable housing for incoming resident households, then the Rapid Immigration option should be considered.
